The government of the city of Muntinlupa imposed after an increase in cases of coronavirus disease (COVID-19), including a resident who died from the virus, a granular lockdown in an entire residential building.

Mayor Jaime Fresnedi ordered the Anala Tower of the Anuva Residences in Brgy. Buli will be placed under a 15-day Extreme Localized Community Quarantine (ELCQ) from 6 p.m. from August 31st to 6pm on September 15th, the 12th parish in Muntinlupa, which has been closed since August 10th.

The extreme lockdown will affect 479 residents of the Anala Tower, which includes high risk groups, including 17 senior citizens, two disabled people, a pregnant woman and 11 children aged 5 and under.

The imposition A granular lockdown was recommended by the City Health Department (CHO), which saw an increase in COVID-19 cases in the building from two patients in the previous week, or an attack rate of 41.75 per 10,000 residents for eight patients as of August 31, or an attack rate of 167.01 per 10,000 inhabitants.

Of the most recently confirmed cases, one patient died while the doubling time is two days or the number of days before the doubling of COVID-19 cases doubles.

According to the World Health Organization, the attack rate is “defined as the proportion of those who fell ill after a certain exposure”.

In a virtual meeting, Fresnedi informed the general manager of Anuva Residences Erwin de Guzman that protocols have been imposed to completely block the residential complex as a preventive measure against further transmission.

According to the ELCQ, no resident is allowed to enter the premises, including authorized ones Leaving people outside of residence (APOR) except in emergencies. The mayor said those who come off work and are outside the building after the lockdown begins are allowed to return to their condominiums but are not allowed to go out.

Anuva Residences Property Manager Kurt Iremedio spoke about her management’s initiatives to contain the virus in the residential complex. He said management had put a granular lockdown on the building starting Aug. 27, prior to the ELCQ being imposed.

Iremedio noted that management has closed its facilities including the swimming pool, outdoor lounge, sky lounge and garden seating. It also prohibited residents from moving about, staying outside, or visiting guests.

Construction and other repairs have also been suspended, while food and non-food deliveries have only been allowed at designated drop-off points.

The CHO will conduct a mass scraping test in the building while the Muntinlupa police enforce lockdown measures will. The social welfare office of the city and Barangay will provide the affected residents with food parcels and other basic items during the ELCQ.

Other areas that are granularly blocked in Muntinlupa are Unira Compound, Sto. Niño, Brgy. Tunasan from August 29th to September 13th; Dizon Compound, number 22, St. Bernard Street, San Jose Village, Brgy. Cupang from August 28th to September 12th; Mahogany Street and Kamagong Street in Villa Carolina 2 Subdivision, Brgy. Tunasan from August 24th to September 8th; Building 2, BLISS Complex, Brgy. Putatan from August 23rd to September 7th; Building 17 in Filinvest Socialized Housing, Brgy. Alabang from August 19 to September 2; and Angelo, Horilleno, Endencia, Paredes and Barrera Street in Qatarungan Village 1, Brgy. Poblacion from August 19th to September 2nd.

The areas where the ELCQ has been lifted are Purok 3, Molera Compound in Brgy. Sucat and Purok 7, Beatriz Compound, De Mesa L & B Street in Brgy. Alabang, which was closed from August 6-27; Block 8, Hills View and Mangga Streets, Lakeview Homes in Brgy. Putatan from August 12th to 26th; and Chico street, Laguerta in Brgy. Tunasan from August 10th to 25th.

Meanwhile, Muntinlupa has reached the mark of a total of 20,000 confirmed COVID-19 cases on August 31. The city has 2,543 active cases out of 20,009 confirmed cases, 17,071 recoveries and 449 reported deaths.

Fresnedi reminded residents to exercise special caution amid the alarming rise in COVID-19 cases in the city.
