MAP – Lyon and Bordeaux announced in early July that the increase in the housing tax – applicable to second homes – would reach 60%, the maximum rate allowed by law. But currently, which cities have activated this device at full speed?

While the housing tax on main residences is doomed to disappear, cities are waging a war against second homes. Since the finance law of 2017, the housing tax can be increased from 5 to 60% for this type of residence, in cities in tense areas – that is to say those with more than 50,000 inhabitants and presenting an imbalance between supply and demand for housing. Before this law, this maximum increase was 20%. More than 1,000 French municipalities are potentially affected by this device. If the overwhelming majority has not activated this tool, some decide to take the more offensive option.

In any case, this is the objective displayed by the city of Lyon, during the municipal council of July 8, which voted to increase the increase from 20 to 60%, from 2022 – i.e. the maximum rate authorized by the law. “The goal is to maximize the existing housing in a territorial area of ​​real estate tension”, according to the first deputy mayor, Audrey Hénocque. Some cities had already made this choice, such as Paris, Nice or even Bidart. Concretely, it is the municipal council which can decide to apply an increase

Bordeaux follows the same path. Already passed from 20 to 50% in February 2018, the increase in the housing tax will this time reach the ceiling of 60% from 2022. This measure voted during the municipal council of July 13 should bring in 500,000 euros per year in the city. But the primary goal is not to make money but “to encourage landlords to put these homes on the rental market,” explains Claudine Bichet, deputy mayor in charge of finance. In Anglet, in the Pyrénées-Atlantiques, local elected officials also voted in the spring to increase the housing tax surplus from 40 to 60%. Other cities could follow suit. Local officials wishing to increase the housing tax in 2022 have until October 1 to take a position.
