The former secretary of the Ministry of Social Welfare and Development (DSWD ) Corazon “Dinky” Soliman died on Sunday, September 19th. She was 68 years old.

Purisima remembered Soliman as “a tireless church worker” and “the epitome of a selfless, honest, and competent civil servant.”

“Dinky, your time on earth was not enough compared to this Amount of good that you could still have done and wanted to do. Even so, you have helped, touched and given hope to millions of people, especially those who needed society’s help the most, many of whom are currently in mourning, ”Purisima wrote in a Facebook post.

You have the conditional cash Transfer program (4Ps) introduced and promoted that has benefited millions of Filipinos. That alone should seal your legacy of truly caring for the poor and underprivileged. “

Soliman served under the administration of the late President Benignoy Aquino III and former President Gloria Macapacal Arroyo.

Soliman earned her Bachelor of Science in Social Work and her Masters in Social Work from the University of the Philippines. She also attended the John F. Kennedy School of Government at Harvard University, where she received her Masters of Public Administration.

She was one of the winners of the World Bank Award for Leadership in Social Accountability at a ceremony in Washington in 2015 , DC, USA.
