THE Ministry of Social Welfare and Development (DSWD) has welcomed the signing of Executive Decree (EO) No. 138. EO 138 is also known as “Entrusting certain executive functions to local governments, creating a committee for devolution and other purposes.”

Under EO 138, some of the functions, services and facilities of national government agencies related to local infrastructure, health care, livelihood, agriculture and social welfare are delegated to local government units (LGUs), among others, with accompanying budget allocation. The DSWD believes that the Transferring Social Assistance and Development Services (SWD) to LGUs will result in tighter, more efficient and more responsible delivery, especially for those in need of immediate assistance. The DSWD hopes that the distribution committee will be able to issue the set of rules within the 30-day period specified in the EO. The DSWD will focus more on its steering role and assure the public that it will continue to work closely with LGUs. This includes the capacity and the provision of technical assistance and additional resources to ensure that the decentralized SWD services are implemented effectively and sustainably.
